How do I get att to unlock my phone after moving to a new carrier

To have AT&T unlock your phone, go to the AT&T Device Unlock Portal on their website. You must then submit an unlock request form. If your request is accepted, you'll receive an email with steps. Note, to qualify for the unlock, you'll need to have paid off your device in full, your device must not be reported as stolen or lost, and it must have been active on the AT&T network for at least 60 days. Max Service can’t be verified. Streaming does not work. When I try to verify my Max account with the ATT login. I get an error message.

All calls for my cell phone go straight to voice mail. How can this be changed?
