If you really need to make a call before wireless service has been restored, use wi-fi calling. This allows you to use your phone's wi-fi connection to place calls. You can activate wi-fi calling from your phone's Settings page. It's a good idea to set wi-fi calling as a backup before you need it, so that you can carry on without interruption in case of an emergency during a service outage. Remember, though, that using wi-fi calling uses your data, so this plan will only work if you haven't reached your data limit for the month.

Before you report an AT&T wireless service outage, first make sure that the problem really is due to a service outage.

If you can't get wireless service, the problem might actually be with your phone. So, first of all, check to see if your phone has accidentally been switched to airplane mode. If that isn't the issue, sign into your AT&T account online and make sure that there aren't any issues that have caused your account to become suspended, such as late payments or reaching the end of a prepaid plan.
