How Do I Dispute a Charge Through Venmo?

I can't withdraw money at the atm

Venmo is a digital wallet and isn't traditionally associated with ATM withdrawals. However, with the Venmo debit card, you may be able to withdraw funds from your Venmo balance at ATMs that accept Mastercard. Please note that there may be fees associated with this service.
