Missing items happen all the time. If you are looking to recover one you will need to report it immediately. If you deleted the item you most likely cannot get it back.
The issue in GetHuman-sethvoi's own words
I purchased a $** ($*,***,***) shark card during the promotion where players would receive the amount of money the card they purchased and would get that money in return for free. My friends who also purchased cards during this time received their money back, but I have not. It has been since the August **th and I have yet to get my money. I have the transaction receipt to prove it, when will I receive the money?
GetHuman-sethvoi did not yet indicate what Rockstar Games should do to make this right.
