Help with my JC Penney issue

I placed an order on JCP.com. I received an email saying my purchase was ready for pick up. I was told It was not in the store. I went back a few days later and told I cannot pick up my purchase even though it was in the store because it was incomplete due to the fires in California. The customer service I have received at the Weberstown JCP in Stockton is horrible. My plan when I finally receive this order is to return it and not do ship to store ever. I should be allowed to pick up a partial order. It’s my order I have my invoice and you have my product.
GetHuman-cledesma did not yet indicate what JC Penney should do to make this right.
