First, try restarting your Roku device and the remote. To reset your device, navigate to Settings > System > System restart > Restart. To reset the remote, remove the batteries, press every button on your remote twice, and then reinstall the batteries.
If the issue persists, your remote might need a new pair to the Roku device. Go to Settings > Remotes & devices > Remote > Set up remote for TV control.
If the problem still remains, it might be necessary to replace the batteries, or in some cases, the remote itself. Please note: if you're using a Roku app on your smartphone as a remote, make sure it has the necessary permissions and that your phone and Roku device are connected to the same WIFI network.
