I found this out when I first made contact with the Utah DMV, as I was connected to a customer service representative and asked him about getting a driver's license in the state. He told me that it was a different department and he could connect me there if I wanted.

I instead decided to call back another day with a registration question, but when I did, I discovered that the Utah DMV does not have a hold system or a call-back system available. Instead, when you call the DMV and the call volume is too high, the system simply tells you that because of the high call volume, it is unable to accept your call at this time. It then hangs up automatically without giving you any option to do anything but call back.

Given that I was able to make contact with a representative, I can say that the representative was pleasant and professional to deal with. Even though my question did not pertain to his department, he offered to connect me to them without me having to hang up or switch to a different menu. When I was able to get connected with him, I had no wait time, getting through the automated menu without a hitch.

I ran into issues with my second call when the automated system became overwhelmed and wouldn't allow me to connect with anyone. In a rural state like Utah, I think that's a bit of a problem. There's no call-back number and no option to wait if the system isn't able to handle the call volume at that time. If you happen to call at the same time as enough other callers, you're simply out of luck without any recourse than to call again later.
