When I initially called, rather than getting an automated menu or a message saying that the department was closed for the day and I should try back the next day, I got a notification on my phone that the number was busy and I should call back or cancel the call.
I tried again a few minutes later and got the same result three more times, never getting a person or a machine or even a notification that the office was closed. An hour later, I tried again twice and again had no success in reaching anything but that busy notification. I then chose to check online to see if I'd gotten the hours of operation wrong or the phone number wrong, but the Kentucky Department of Revenue's website that serves as home for the DMV said that the number was correct, and according to the date and hours of operation, someone should have been available to take my call when I placed it.
I'm honestly dumbfounded that a phone number advertised online doesn't have anything available to answer it properly. However, I believe there might be a miscommunication between the Department of Motor Vehicle Regulation, the Department of Revenue and the Transportation Cabinet, as the phone numbers don't appear to match up properly. The DMV does list 502-564-5301 as the correct number, but the Kentucky Transportation Cabinet lists two other numbers, 502-564-1257 and 502-564-1575, to call for assistance. Additionally, the DMV suggests dialing another number, 502-564-8180, in order to get assistance with paying your vehicle property taxes.
Overall, I really cannot answer the question as to whether or not the Kentucky DMV's customer service department is effective at providing help over the phone. This number doesn't appear to work at all, and as such, I never got a chance to ask any questions or even interact with a machine. I had planned to ask about the costs of titling and registering my vehicle in Kentucky, along with what documentation I'd need to do that. But with a phone number that doesn't appear to work properly even within normal business hours, this doesn't appear to be an effective way to get any form of assistance with motor vehicle-related questions.
