I replied Yes and he asked for cheapest service.**October *nd*He then asked that before he paid he wanted to confirm that I could ship to a non confirmed paypal address: B Van de Water, Gerstein *, **** GC Deil Netherlands.*I replied that I could ship to that address however he might not be covered by Ebay or Pay pal buyer protection and asked him to understand that. He replied OK and that he would send payment the next day.*October *th*Item was shipped First class mail with tracking number LZ*********US*Value of item as sold on Ebay was $** and this was stated on the custom's form.*The item was also insured with Shipsaver insurance. Insuring the item with Shipsaver means that I DO have to fill the custom's form in with correct value of item.**October *th*Item Departed Jamaica NY International Distribution Center USA**October *th*Customs clearance NETHERLANDS processing complete**October **th*Arrival at Post office Netherlands*Attempted delivery – Item being held – Addressee notified**October **th*Buyer emailed me to say he got notice from Dutch Post office to pay **.** euros tax when he collects item from the post office.*He asked why I put the true value of item. *I replied that as per Ebay, Paypal and Shipsaver insurance I have to put correct value on custom forms.*He REPLIED : “Its the value that matters, insurance is not interesting.” (I do not understand this statement)*I replied: “I insure all my items in case of loss or damage... for me to get a refund on insurance for items sent abroad I have to declare the correct sold for value.”**October **th*He sent email to me saying: “parcels never get lost if they are sent registered, in ** years time I never lost a parcel. Its the value that matters, if you had said how you would ship it I could have advized you a lower price.”* *Towards the end of this letter to you at PayPal he contradicts himself because he states that he has had a parcel that he never received before and got all his money back. I also said that I was ok with refunding item price when the item was back with me but I could not consider refunding the shipping costs to send it to Holland.**October **th*Buyer wrote:*“I purchased an item online according to EU law and never received it, therefore I am entitled to receive a full refund.*Paypal will confirm this, last month I also didnt received a parcel which was sent back and got all my money refund.”**Earlier in his email statement he said, quote: “in ** years time I never lost a parcel.”**October **th*The item is currently back in the USA in San Francisco International Mail Center.*It is not back with me yet.*FINALLY to sum up.*Buyer wanted item sent to a non paypal verified address*Item was shipped with correct customs information*Item arrived at customers local post office and he was notified to collect and pay tax due*Item waited * days in post office*Buyer did not collect item and then files claim with paypal that item did not arrive*Buyer now expects me to refund in full the item price plus the shipping cost to Holland**I believe the buyer had no intention of collecting item from his post office when he realized that he had to pay customs duty on item. He contacted me the same day that post office returned item saying it was not there not delivered and returned.**I explained that I will refund the item price when the item is back with me, BUT I feel I should not refund the shipping for sending item to Holland as it was his decision not to collect item at his post office.*If I was to refund him in full I would be out of pocket for the shipping to Netherlands.**This incident explains why many Ebay sellers are reluctant to ship items abroad. The cost of shipping is very high, and if problems arise and buyers are refunded in full the seller loses out.*This has meant that many Ebay sellers have stopped International sales.**Regards,*Deborah Busch, Anthony Bax
