Click https://getsupport.apple.com/ then click “iTunes & Apple Music” then click “iTunes Store” and click “Connecting & Downloading”. Once the new page appears click “Downloads from iTunes Store incomplete or interrupted” you will be prompted to contact iTunes multiple ways. The best option from there is chatting which will have a time estimate on how long until you reach a live agent.

How GetHuman-jslang fixed the problem
Once we had discovered what had caused the problem in the first place (an inability to download some of past books already on an old Kindle), it was relatively straight forward to overcome the problem. The basic cause was having ordered the books originally using two separate email addresses set up on two different computers. The Kindle can only accept one if the name is the same. I deleted one email address completely (the one used less often) and then downloaded each book individually. It worked.
