If you are looking for a refund you should call into the company as the best option is to talk with a representative about the charges. If it is fraud you should call in to cancel your card and request a refund.

I HAVE RECEIVED FRAUDULENT CHARGES FROM GOOGLE*SUPERCELL, GOOGLE*GARENA. I have no way to have made these purchases because I do not have a google play account neither purchase anything from them. I have fill the online form but a message that an "error" has ocurred and I should try to send the claim later. I need a phone number to call... I am located in Latin America. *I need a HUMAN contact phone number to call.
GetHuman-apoloq did not yet indicate what Google Play should do to make this right.
