To escalate a request from a dispute to a claim on PayPal, follow these helpful tips.

PayPal is a great platform for safely sending and receiving money online. That being said, if you ever have an issue with your PayPal account or a PayPal transfer, you can make a dispute.

A buyer contacts the seller directly on PayPal (through the PayPal Resolution Center) to make a dispute, and the two parties work together to come to a solution. If they are unable to find a solution, the buyer can escalate the dispute to a claim with PayPal. PayPal will step in to determine if the buyer's request for a refund or reversal is legitimate, and will dictate how the situation should be resolved. To escalate a request from a dispute to a claim on PayPal, follow the simple instructions below.

  1. Go to www.paypal.com

  2. In the top right corner, select 'Login.' You will be asked to log in with your email address and password.

  3. On the menu at the top of the page, select 'Help.'

  4. You will be redirected to a new page. At the bottom of the page, select 'Resolution Center.'

  5. Select 'View' next to the dispute you want to escalate.

  6. Select 'Escalate this dispute to PayPal claim' near the bottom of the page.

  7. Follow the step-by-step instruction.

  8. Select 'Escalate to a claim.'

  9. You will be notified via email when the claim has been successfully filed. You'll also be able to see a case was created in the Resolution Center.

  10. PayPal may reach out via email to both the buyer and the seller for more information before making a decision.

    • A seller has ten business days to respond to the claim. If the seller doesn't respond, the claim is automatically granted in the buyer's favor.

    • If a seller does respond, PayPal will then go through all the information to make a decision. This process typically takes 30 days but complex cases can take longer than 30 days.

  11. The buyer will be notified of PayPal's decision via email.

A buyer can only escalate a dispute to a claim within 20-days of the dispute being first created.

A buyer can also directly file a claim, rather than a dispute first if they feel that their account has been used fraudulently.

It's preferable to solve your issues with the seller directly, when possible, as PayPal can take a long time to resolve claims which results in a longer period of time you don't have your money.
