Public Mobile recording interfering with my phone

I was trying to call my friend to pick me up from hospital and recording would not let me through. I still can't phone her but can call other people. Recording told me my phone does not have talk and I have to upgrade my plan to talk. I already pay for talk across Canada **** ... I tried to phone my friend and a Public Mobile recording tells me my plan does not include talk. But it does, I have talk anytime in Canada. I can call other people but not her. She has not blocked me. My phone number is ***-***-****

This was especially frustrating because I can't call my friend and couldn't call her to pick me up after surgery
