Evernote's notes are not stored locally on your device, but rather on Evernote's servers. So if you've got a new iPhone, you simply need to download the Evernote app again and log in using your Evernote account credentials. Your notes won't be recovered from iCloud because they don't get saved there in the first place. Once you log in, your notes should sync and you should be able to access all of your previous notes as long as you have an internet connection. If there are any sync issues, make sure your app is up to date and you are logged into the correct account.
