City of Cleveland Water Department Customer Service Issues

I reside next to a house that had construction done in front of the driveway about 4 weeks ago. The gravel over it forms a pool when it rains. The area was marked by 4 cones and weights on the corners. Over the past few weeks, the cones have been moved and displaced around the street unnecessarily. There is a small flood further down the street that also has cones but has not been addressed for an extended period. I am concerned about the completion of these projects and seek a resolution. The house at [redacted] Northwood, adjacent to a playground, needs attention regarding the cones and weights. Despite being occupied, it seems uninhabitable. I live at [redacted] Northwood. Hello, I am seeking advice on how to get the water shut off by Cleveland Water for necessary repairs on Friday, 4/14/23. My husband and I have had to reschedule our plumber twice due to difficulty reaching someone by phone or online. Despite numerous attempts over the last 3 days, we have not been able to get through to customer service after waiting on hold for over an hour on multiple occasions.
