Help with my eBay issue

Get the item. ... I bought an item in early August and the seller lives in Canada just like me, once I waited about *-* weeks it never arrived so I asked him, he said it was back at his PObox and he reshipped it. I then waited a few weeks again and it still never arrived. I emailed him last Thursday asking whats going on, he never answered. eBay says my item is not under the ** day guarantee anymore but I either want my item or my money back what can I do?
I asked them nicely on what's going on and the seller never answered, I then emailed them yesterday saying "If I don't get the item I will be talking to eBay about this" still never answered.
I want it fixed by either getting my money back or actually getting the item that I paid for.
About * months, I always look through their feedback first and the seller has **% positive, not sure why he is ******** with me.
Tried contacting eBay through their Facebook, no reply, tried through email I got a reply but they suggest I report it but I can't do that because it's past ** which I told them.

Had to write back and forth to eBay about the issue, they gave him a deadline and he never answered it. Just got refunded through them, if you come across this seller Boekca* never do busy with him. As he's the one that tried to ***** me over.
