Help with my Vueling Airlines issue

Myself and a French exchange student with me took a Vueling flight from Bordeaux to Barcelona, with a connecting flight through Norwegian to LAX. Vueling informed us that they would send our luggage to LAX, whether via Norwegian or by Vueling, I am not sure. Either way, the baggage claim ticket says that the the baggae has been checked through from Bordeaux to LAX. Upon arriving at LAX, there was no luggage to be found. We tried to file a Property Irregularity Report with Norwegian, but they say that the problem is Vueling's, as they do not have an agreement with them to transport luggage. I have not been able to find any way to file a PIR with Vueling without physically being at the airport. My exchange student needs our luggage badly, and I am worried that the bags are lost forever.
