Ok so I basically got a new nintendo switch console and of course I signed into my nintendo account and played Splatoon * I have heard that cloud saves aren't supported with Splatoon * and I thought it was going fo be fine. When I got into splatoon * it told me to go yo the e-shop and buy the dlc. I already previously bought the dlc so I can't buy or re-download the octo expansion again, please help as much as possible thank you very much.

How GetHuman-thegemaq fixed the problem
Ok so I went to the e-shop and at the top right you should see the icon profile picture of your account, you click on it and it will bring you to account information. The left side has a list and below where ut says wish list you should see a tab saying redownload. You click on the redownload tab and you should select what you to redownload and then you wait for your download to finish.
