The best way to submit a complaint is actually submitting the issue over the phone and asking to speak with a manager. You can also submit feedback forms using email or on the website. You can also submit the issue to the local manager.
The issue in GetHuman-sarahnoy's own words
We purchased appliances for our kitchen a fridge, stove and dishwasher all LG at Best Buy in April. We noticed the dishwasher was constantly flashing all the lights and not functioning on occasion when we went to turn it on. After speaking with LG and Best Buy techs they said it was covered to get a new one it might have a manufacturing issue. They said we have a one year warranty under LG and we are still under the ** days at Best Buy as well. They are coming today to exchange it, but are wanting to still charge a delivery and installation fee after we have already paid someone to install the dishwasher the first time. When we asked Best Buy to cover the cost of this since it was an issue with the appliance they refused to cover it and said it was LG's responsibility to cover under your warranty.

GetHuman-sarahnoy did not yet indicate what LG Electronics should do to make this right.
