Poor GE service tech and no contact with customer relations to resolve issue

Help with my GE Consumer Relations issue

Wash clothes ... I scheduled a service call with GE for my washer that is under warranty. On ******* a service tech came out and removed a base the washer was on and said it fixed our issue with the washer not spinning out and draining. It was not fixed and the same issue has persisted since then. On ****** I tried calling the service tech at his direct number (***) ***-**** and had to leave a message. My call was never returned and on ****** I called the GE *** number again. I explained the issue and she said the ticket number was not closed so she could not schedule another service call. She did call the service tech directly and got through and said he said he would be out "Tuesday." Service tech did not show up the next Tuesday or the Tuesday after that. Again, I tried calling the service tech GE sent directly at his number and kept receiving the message "All circuits are busy now try again later." On ******* I again called the GE *** number, explained the situation and was told that the ticket was still open and that they wills end a message through their "system" to the service tech and that he should contact me within * to * days and if not then to call the *** number again. ******* no contact from the service tech. I tried calling him directly again and got his voicemail with the message "Sorry mailbox is full." ******* Again tried calling service tech directly and again received the message "Sorry mailbox is full." Then called GE *** number and spoke with "Karla" I explained the issue and the entire background of the problem and she said it was a customer relations issue and said she was transferring me to customer relations. I WAITED ON HOLD FOR AN HOUR AND ** MINUTES. I finally had to hang up as I had an appointment to attend. On ******* I again called GE *** number at *:** am, explained the whole problem again only to be told that "customer relations is closed today" and that I would need to call tomorrow between * and *. I made my frustration and disbelief at their customer relations department being closed all day on a Wednesday and hung up.
I use my washer everyday and have had to wring out the clothes each time before drying them and then scoop out the water from my washer.
Contacting me immediately and sending a more professional service rep to repair the washer under warranty or replace so I can have a working washer! OR allow me to have a local repairman look at it and pay the bill since it is under warranty.
I tried calling the local appliance repair man but he said he cannot do anything as it is under warranty and so I have to go through GE
How GetHuman5316853 fixed the problem
I called and demanded customer relations call me back instead of me waiting for hours on hold. Someone did call and rescheduled an appointment but unfortunately they said they only have one service tech in this area so it is the same guy that we had issues with last time. If he fails to show up on the new scheduled time I will have to call GE again.
