Help with my E-ZPass New Jersey issue

Received a toll with ** dollar administrative fee. I have a NJ EZ Pass account, but have recently moved to New York and changed my plates. I've tried to sign into my NJ EZ Pass account to check my balance, and update plate info, but it won't allow me to sign in telling me to contact by phone. When I've tried to calling NJ EZ Pass by phone the calls have all been abruptly dropped!
