I have a GE FTW485ASWWB being delivered tomorrow. Page 8 of the manual “Step 2” says to add detergent to the TOP of the load AFTER adding clothes. Below on C - instructs to add detergent to the bottom of the basket. Which is it?

The steps you're reading are not contradictory but sequential for a top-loading washer. You first add detergent to the bottom of the empty basket (Step 2C). After this, you add clothes into the basket. Once your clothes are loaded, pour a little bit more detergent on top (Step 2, top of page 8).
