Caterpillar Inc. Customer Service Issues

I have a Caterpillar [redacted] track loader from [redacted] with a four-cylinder engine. Recently, while idling and then throttling up to work, the engine started to flutter before clearing up and running smoothly. I also noticed the turbo exhaust making a slightly louder whistling noise than usual. Concerned about water in the fuel, I drained about half a gallon from the tank and saw some discoloration. The next day, I drained more with little discoloration. I cleaned and refilled the primary fuel filter, replaced the secondary fuel filter, and changed the tank filter. Even after using Sea Foam in the fuel tank, the issue persisted. I recalled the turbo exhaust sounding different months ago before the fluttering began. The turbo was replaced with a rebuilt one [redacted] hours ago. I'm unsure how to proceed.

I relocated to Florida about three years ago and bought a home generator. It remained in the box until Hurricane Ian struck and we lost power. I connected my refrigerator to the generator, but the GFI kept tripping. Despite trying different extension cords, the issue persisted. My son-in-law brought his smaller generator, which worked perfectly. He mentioned that the GFI in my generator might be faulty. I contacted customer service and left messages on two different numbers but still haven't received a call back. Ideally, I would like a new generator, but having the current one repaired would be acceptable too. Thank you, Tom.
