We bought a flat in Cheltenham to rent out. The completion date was **nd January & our tenants moved in on the **st March. The flat was empty & for the * months in between with no electricity or gas being used. However, we have recently been forwarded a letter & bill from Scottish Power received at the property which stated as a meter reading was not submitted an estimate has been charged & should have been paid last month! (We have only just taken receipt of the letter). The amount being charged is £***.**, which we want to refute paying, as obviously no gas or electric was being used. I hope this can be proven through seeing the * meter readings not changing from January to March. I simply cannot get hold of anyway by phone & don't have a login account. The Account No. though is **** **** ***. Thanking you in anticpation
