To Whom It May Concern, I am writing regarding a restriction placed on my account (@arthurdabucket) in relation to Ebay. I was unaware of the policy that allows for automatic withdrawals from a customer's bank account and did not identify the $24.48 transaction on September 1, [redacted]. Consequently, I contacted Chase and disputed this transaction as an unauthorized debit charge. My bank account ending in [redacted] was closed in accordance with Chase's regulations. Now that I am aware of this policy, I have approached Chase concerning this transaction, and they have directed me to contact you directly to address this matter. I seek guidance on lifting the restriction on my Paypal account to link my new checking account for settling the current Ebay/Paypal balance of $45.85. I greatly appreciate your prompt assistance in this regard. Please do not hesitate to reach out should you require further information. Best, Arthur

I had a dispute with PayPal over an item I purchased which turned out to be different from what I expected. The dispute was ruled in my favor while I was away on holiday, and I was unable to return the item within the given timeframe. Upon my return, I discovered the decision was reversed in the seller's favor as I hadn't sent back the item in time. I believe more flexible timelines are needed to accommodate situations like mine where I was abroad during the resolution period. Despite this, I still intend to return the item for a refund under PayPal's protection policy as I have been a victim of a scam and am entitled to this recourse.

Hello, I am currently documenting my purchases to assess the extent of fraudulent activity involving TopHatters after my PayPal account was compromised. Despite ceasing orders from Tophatters in early September, their sellers continued debiting my account, resulting in $1,[redacted] in bank overdraft fees. The unauthorized debits also affected my credit card, which was not linked to my payment system before. Even after I stopped withdrawals from my bank account upon realizing the fraud, additional NSF charges were incurred. While I have closed my Tophatters account and reported the issue, I am seeking a detailed list of my purchases from PayPal dating back to August 1 for further investigation. I am looking to identify the sellers and seek restitution for the financial losses incurred due to this fraudulent activity. If the necessary information is not provided promptly, I will escalate the matter to Consumer Protection and lodge a complaint with the relevant authorities. Sincerely, Lise Charlebois

I haven't used my PayPal account much recently, but I plan to in the near future. I received a suspicious message a few days ago and need advice on how to proceed. I didn't open it, just read the sender line where "Paypal" was mentioned in small print. It mentioned something about my account. Today, I got another email from Paypal with a normal text, titled "Elizabeth, your PayPal account is..." I didn't open that one either. I also received odd messages from "Prime Account" with Chase Bank instructions recently. Chase asked me to forward those messages to them. What actions should I take regarding these messages? - E.P. from Front Royal, Virginia

I recently received an email that appears to be from PayPal. However, I am unsure if it is a scam. The email mentions a transaction being declined and asks for more information to keep my account secure. It also states that certain features have been temporarily limited on my account. The email instructs me to log in to my account and visit the Resolution Center for further assistance. Can anyone confirm if this email is legitimate or a phishing attempt? Thank you.

I made a purchase from a company named Polonium. The delivery took a long time, and when it arrived, two items were incorrect, and one item was the wrong size. The company, supposedly in Uruguay, said it would be expensive to exchange due to shipping costs. They wanted me to send $15 more for another shipment. However, the shipping/tracking info shows the order originated in California, not Uruguay. I expressed my frustration to the company about the extra charge and lack of exchange. I requested a resolution by the end of the day but haven't heard back. Since they seem unwilling to cooperate, I will file a dispute with PayPal.

I have previously used PayPal services, but it has been several years since I last accessed my account. I recently attempted to log in to close the account but encountered issues as the email address linked to it is no longer in use. Additionally, I no longer have the mobile number associated with the account for receiving text messages. I suspect the complications may be due to my relocation from the UK to Thailand. I would appreciate any guidance or assistance you can provide to help me in closing the account. Best regards, M. Penkett

A week ago, I spoke with a representative from PayPal named Steven Berry regarding an issue with an undelivered order from "shixi network technology co. Ltd." I paid $45.90 through my PayPal account. He requested my bank account information, driver's license, and social security number to assist with the refund process. However, without my permission, he made unauthorized transfers from both my checking account and my daughter's savings account using Zelle to Dasha Strokes, Allen1, and CashApp under different names. I explicitly mentioned not to use my daughter's savings account, yet he proceeded. I want the funds returned to my Citibank and Wells Fargo Bank checking accounts and my daughter's Wells Fargo savings account. Steven Berry mentioned these transactions were to secure a guarantee for my $45.00 expense and assured me the money would be deposited within seven days. I am puzzled by the large deposits he made to Cash App and Coinbase. I request that all the money taken by Steven Berry from both accounts be refunded promptly. Kindly address this matter through my email: [redacted] -Alejandro Reyes Vizzuett PayPal Case: PP-D-[redacted]

Hello, I am seeking a refund for my two most recent purchases made by my younger brother. He mistakenly bought a yearly membership and a $50 gift card while playing on my console with his account. I store most of my passwords in a physical notebook in my room as I had lost them before when my phone broke. It was an oversight on my part, and I only noticed the transactions after checking my bank statement and receiving an email confirmation days later. I rarely check my email as it does not receive important communications. He played for a day before I caught the error. The $50 payment went through on Tue, Oct 13 at 4:07 AM, and the subscription was purchased at 2:30 AM on the same day. Could you please assist me with this issue? Thank you.

I never used my PayPal account initially and didn't realize a bank account was required. I want to cancel it since I don't trust adding my bank account or need the service. I have $1 credit I don't want. This account has been unused for about a year. When I try to cancel, I get an error message telling me to contact customer service. I want to close it for good and don't mind forfeiting the $1. Thank you for your assistance. It's been frustrating dealing with this.

I want to report an issue with a purchase I made through PayPal from a company called SHOTYHA (Shitou Tech co., limited) after seeing an ad on Facebook on May 9, [redacted]. I ordered a GARDEN BAG for $26.89, but instead of receiving it, I got a different product. The company has been unhelpful and evasive in their emails, ignoring my requests for a refund. Despite several attempts to resolve this, including providing a photo of the incorrect item received as requested, I have not received any satisfactory resolution. I would like to request a refund of the original amount charged to my CitiBank credit card. Thank you.

Regarding Your PayPal Case: PP-D-[redacted]7 Case Denied I am disappointed that my dispute was rejected without a thorough investigation. I clearly stated that I received a package, but it was not the item I had ordered and certainly not of the same value. I placed an order for a 12-drawer craft organizer on wheels. I have tried multiple times to contact the company since the package arrived. Their response was to return the incorrect item but did not agree to send the correct one. Now, they are not responding at all. I have saved copies of all our email exchanges. I still want the organizer if they can send it, or I expect a refund. There has been a clear mistake on their end that should be easy to rectify. I possess a photo of the tracking label on the package, which turned out to contain a pair of cheap sunglasses. Clearly, a 12-drawer organizer could not fit in a 5x5-inch package. The tracking number matches my order but indicates the wrong item was sent. Why was there no follow-up with me before reaching a decision? I supplied all the necessary information. I may have lost $26, but your loss in credibility could far exceed that if customers discover you do not support them in resolving issues with dishonest businesses. I have photographs showing the small package with the tracking number and its contents. I am willing to resend the photos but unsure how to attach them here. If you provide me with a regular email address, I can send them as attachments. Thank you.

My PayPal account is currently limited without explanation, leaving me unable to access my funds. This has resulted in the loss of essential services like electricity and water, as well as eviction from my home due to unpaid bills. I have been struggling with this issue for over two months, contacting a representative named Jack Miller multiple times. He insisted the limitations would be lifted only if I purchased a $[redacted] Google Play card and provided the code to unlock my account. Unfortunately, I do not have the $[redacted] available, as all my funds are inaccessible in my restricted PayPal account. Despite my efforts to resolve the situation, including explaining that I can't afford the requested card, I have received no assistance. The current circumstances have put me at risk of losing my home within the next two days. Additionally, obtaining a photo ID in Missouri is challenging due to the pandemic, and I am without a wallet due to a previous theft. I am desperate to have my funds released to address my financial obligations and prevent further hardships.

I kindly request the release of the hold on my funds/account. I have moved my transactions to a competitor and no longer require services from PayPal. Despite my denied appeal, I respect the decision. However, I find the [redacted]-day hold for a non-fraudulent activity excessive. If my fund release request is not met, I plan to file complaints with the Arizona Attorney General, Texas Attorney General, Florida Attorney General, and the U.S. Attorney General on October 13, [redacted]. Thank you.

I was unable to access my computer for over 3 weeks. Once I obtained the funds to create a Geek Squad account, they were able to assist me in regaining access. I have been attempting to reach out to your agents for the past 2 weeks. It seems that the hacker who locked me out of my computer also accessed my account and changed my phone number. Consequently, I received a new debit card, the second one in less than 2 weeks. If you do not address this issue promptly, I will be taking my computer back to the Geek Squad to resolve this matter. I have also made purchases on eBay using my current debit card. Your prompt attention to this matter would be greatly appreciated.

I am experiencing an ongoing issue with PayPal regarding a dispute case labeled PP-D-[redacted]9. I was informed by PayPal that the merchant would reimburse me once I returned the merchandise. Despite the shipping and handling costing $32, it amounted to $43 to ship the item back to China for the most affordable option with tracking. The actual item is valued at less than $1, making this situation frustrating. I believe PayPal should have advocated for a direct refund rather than requiring a return. I seek reimbursement of both the $32 and the $43 I spent on shipping. This merchant's actions are unacceptable, and I urge PayPal to take action against them. I rely on PayPal to prevent such exploitation, and I am disheartened by this experience.

I am having trouble renewing or canceling my API Certificate. The email instructions I received are confusing, and I cannot locate the UPDATE API section as directed. I wish to cancel the API part of my account while keeping the rest for personal use. Despite receiving notifications for months, I am unable to find the necessary steps within my account. I am considering closing the account and starting anew due to the lack of clarity. Could someone provide assistance as I am eager to resolve this issue? Please refrain from sending email instructions again, as I cannot find the specified option. Kindly reach out to me at [redacted] if there is a possible solution. Thank you for your help in advance.

A few years ago, I purchased wallpaper border from a seller whose name escapes me. When I realized it wasn't the right type, I returned it unopened. The seller got upset, sent it back, and made unpleasant remarks. This back-and-forth happened a few times, even though I never used the product. Now I'm facing issues with my credit, which seems unfair. I followed the return policy, and the seller was uncooperative. I seek a resolution through a phone call rather than a letter, and I'm ready to dispute this further if needed. My name is Kaye Parr, please call me at [redacted] promptly. If not, I will involve my attorney as this situation feels unjust.

About six weeks ago, I listed my sports card collection for sale on eBay. A potential buyer contacted me after confirming their purchase, asking for more information about the cards' condition. They then requested I add a $[redacted] eBay gift card to the shipment, realizing it was a scam. Even though no money changed hands in this process, as an invoice was already sent, I'm now unsure how to proceed since there's no clear way to handle this situation on eBay's platform. I'm hesitant to violate any rules by selling the cards to another buyer post-confirmation. I'm considering reaching out to PayPal for assistance in canceling the transaction. Please note that the account is associated with my mother's email, [redacted], so I will be contacting you from my personal email.
