I need to report my phone tag phone stolen. It was stolen. Somebody answered it when I called it too. Please shut it off.

I received a new Cascabel phone with a SIM card in slot 2, 3 days later I received a 2nd SIM card in the mail, why did I receive this 2nd SIM card
