Who Qualified for a LifeLine Phone

The free or subsidized cellphones provided by the US government were available to the following people (guidelines vary from state to state):

  • Those receiving assistance from the low income Home Energy Assistance Program
  • Recipient of Social Security Income (SSI)
  • Those with housing subsidized by Section 8
  • Recipients of food assistance through EBT/SNAP
  • Individuals who receive Temporary Aid for Needy Families (TANF) qualify for a free phone
  • Medicaid recipients
  • Parents of children who receive National School Lunch assistance
  • Those who meet other criteria set by the individual states

Canceling Your Budget Mobile Phone

Budget Mobile operated in 35 but left the US Government LifeLine Program in 2017. For those who had Budget Mobile phones, the plans were canceled when Budget Mobile left the program. You do not have to take any steps to cancel your Budget Mobile phone since the plans are no longer valid.

If you have a plan with another government provider, you can cancel your phone by doing the following:

  1. Contact the LifeLine administrator in your state.
  2. Advise them that you wish to cancel the cellphone that you use through the program.
  3. You can also contact the service provider directly and request a phone cancellation.

When you cancel your LifeLine phone, you will no longer be able to use it unless you purchase minutes or a data plan. Certain features may function if you have a Wi-Fi connection, but most features will be unavailable to you.
