Virginia Secretary of State Customer Service Issues

Hello, I am James R. Anderson Jr. I am currently working on having my driving privileges reinstated. I was labeled a habitual offender on 03/15/96. However, on 09/08/17, I made the decision to turn my life around and sought help for my alcoholism. I completed an outpatient alcohol treatment program at the Department of Human Resources in Paris, Illinois where I reside and have been maintaining my sobriety since then. Illinois granted me non-driving status release on 01/28/19 with a condition not to apply for an Illinois driver's license for 5 years. I am now moving to Indiana, where they will restore my full driving privileges if Illinois and Virginia remove the red flag. Virginia has only provided me with a petition form, wondering if I need to include documentation about my sobriety. I am eager to return to work as an elevator mechanic and am grateful for the second chance I've been given. Any guidance you can offer would be greatly appreciated. Thank you for your assistance.
