They reached out to me and fixed it. Had to call them myself though. GetHuman couldn't reach them.

The issue in GetHuman-bdmagers's own words
Whenever I try to submit an online order (either on the Taco Bell app or on the Taco Bell website through a browser), I get an error saying "We're having trouble processing your selected payment. Please select a new payment method." I have tried multiple credit cards and debit cards and none work, even though I know those cards are all active. I even successfully ordered using the Taco Bell app just a few days ago! I just want to be able to order Taco Bell through the app again, as my girlfriend and I are vegans and we have many customizations set up for our online orders that would make it very difficult to try and order at a drive thru or in the store.
GetHuman-bdmagers did not yet indicate what Taco Bell should do to make this right.
