Help with my Rogers Wireless issue

Yesterday PM my cell phone stopped getting bars on the signal strength for a while. Then it started working again briefly but I get no bars today. It is an old phone of my mother's originally planned for emergency use but I decided to start using more frequently a week ago. I have been considering getting a new plan and like the Bell plan at $***month with ** mins. talk Ontario wide and *** texts. I would like info on your minimum plan and if I find it too little if I can upgrade to the next plan and the cost. Also I want to see the phones I can get free when signing up for a plan. My late mother's account number is ********* and cell* ***-***-**** although I prefer being called at ***-***-****
