Help with my Bungie.net issue

I have a PlayStation * with all three available DLCs, the dark below, house of wolves, and the taken king. Just yesterday I finally got a PlayStation *, and when I logged into my account and started up destiny, I did not have access to the taken king DLC. I called PlayStation customer service and they told me that I should’ve been given the DLC because I previously owned the content. I ended up just purchasing the taken king DLC on my PlayStation *, but that is just my issue. If I already owned the DLC, why should I have to buy it again? Not only does it not make sense, but it also doesn’t make sense why they couldn’t be able to refund me my $**.** for the repurchase I made in ****, and give me the DLC I previously paid for back in ****! Thank you.
