In our business, employees do not receive their paychecks if the required billable paperwork is not completed. Previously, we would issue the check, make the tax deposit, and hold the check until the paperwork was submitted. However, our accountant found this process challenging for bookkeeping. Now, we wait to issue the check until all paperwork is in. When using QuickBooks, upon inputting checks, it prompts for the pay period. If I were to issue a check today with today's date but indicate on the check that it is for a prior pay period to inform the employee, would there be any penalties? I intend to make the tax deposit based on the check date, aligning with the 4th quarter. My goal is simply to include the actual pay period date on the check for the employees' reference while complying with tax deposit regulations.

Regarding the Taxpayer First Act effective July 1, [redacted], it is crucial for tax-exempt organizations, including those who file their own taxes, to e-file their returns. I typically file my business taxes independently each year. I believe I submitted my [redacted] taxes on paper in May [redacted] or earlier. However, I recently received a letter dated October 6, [redacted], stating that the new law affects tax-exempt organizations starting from July 1, [redacted]. Despite my efforts to request a waiver for the tax period, I was denied as per the recent correspondence.
I maintain a business entity that exists on paper only and is not operational. I am seeking clarification from the Business Specialty Tax Office regarding my filing requirement, considering the organization's current status of being non-operational without generating any profits.
