Loctite Customer Service Issues

I hired a handyman with an A+ BBB rating to help me with a few tasks. Another person, unrelated to this, applied a water-repellant on a wooden cabinet next to the tub in the summer, but it didn't work well and altered the wood texture. I decided to have plexiglass installed to prevent further damage. The piece of plexiglass I got wasn't attached properly. The handyman assured me he regularly uses Locktite, and he applied a crystal clear sealant on the plexiglass in swirls. I expressed concerns about it drying clearly, but he insisted it should based on the package label. I've already spent a lot on bathroom issues and can't afford more expenses. I'm worried about the drying time and how the swirls look throughout the day.

I have an application with a fan operated by a motor. The motor shaft is made of steel and has a brass retention ring with a 0.[redacted]-0.[redacted] mm tolerance. We have encountered issues with the ring slipping due to variation in the commercial parts. I am seeking a Loctite product to secure the ring without compromising the bearing located behind it. Ideally, I'd like a solution that can be applied externally to the assembly rather than internally before pressing on the ring.
