I was in a situation where I was making a left turn onto a 4-way divided highway where left turns were allowed. The oncoming traffic lanes were shaped like a T intersection with dedicated left and right turn lanes. I signaled my left turn, and the vehicle in the dedicated left turn lane stopped and waved me in front. However, this driver's front and rear windows were restricted, making it impossible for me to see oncoming traffic in the dedicated right lane that I was crossing. It turned out that the oncoming traffic was very close to the left side of their lane. I had a minor collision, resulting in less than $[redacted].00 worth of damage to my car. I believe that if the other driver had positioned their vehicle closer to the center or left side of their lane, I could have gradually moved forward to get a better view and complete my turn. I've checked the driver's manual and vehicle code but couldn't find any specific information on this scenario. The closest I found was Code [redacted]-[redacted], which only covers exiting a driveway, not how to turn into one from a far lane. Can anyone provide an explanation or suggest a relevant source for this situation?
