I contacted customer support about unlocking it, and was informed that the issue arises from my Paypal account being linked to a different country than my current location. Despite explaining that I originally signed up while in Lesotho and now reside in Rwanda, it appears my requests are not being received by their system. I am unsure how to proceed to resolve this matter.
