Help with my Trane issue

Built our house back in ****. For the last * years house has been rented. During this time frame I have had the company that installed the units service these units. Each time they have refilled the freon. This last service the mech. stated the freon line is only *** inch, when it should be *** inch. This was an issue with Trane back in ****-**** as stated by the mech. I have paid for the last *-* years for freon, sometimes twice a year. If the freon line needs to be ***, why was I not notified? Who is responsible?
