Constant Contact Customer Service Issues

I am with a State Government Agency, SC DHEC, and we are using your services. There was an issue with a credit card on file due to the passing of the cardholder. We must address two concerns before renewing: 1) Our state procurement rules prevent us from keeping credit cards on file for automatic billing, and 2) A Terms & Conditions form needs to be signed after review. We need this sorted out by tomorrow. Brandon from customer service noted our case and said the information is available for assistance. I have attempted to contact customer service for three days to cancel our service. Each time I call, I am put on hold - once for an hour until I had to hang up, then for 15 minutes, and again for an extended period. No one has answered, and instead, I received a message promising a callback, which never came. I am extremely frustrated. Our service renews tomorrow, and I do not want to enter another billing cycle. I was unaware it would be this challenging to reach a person to cancel. Your website indicates that I need to get in touch with the billing team to cancel.
