Most billing issues can be solved by checking the link here https://support.apple.com/en-us/HT203005 if you are unable to solve you issue through the link then we suggest you contact iTunes support through chat. The phone number 800-676-2775 will most likely send you to a link to solve the issue. You can also got to “Settings” on your device then click your name, “iTunes & Apple Store”. Once you confirm your identity in the app you will be brought to your purchases and subscription. You can challenge the purchase through the link by saying “I did not make this purchase”, you will then get a reply within 24 - 72 hours.

My daughter name is Jasmine Dixon and she continue to get charges on her debit card. We have contacted the bank and they have refunded her the charges and we have cancelled * or more debit cards, but every time she gets a new card, itunes somehow get the new card number and the charges start over again. This just happen again in July ** for $**.** reference number S***************. Please contact me so we can put a stop to this. From your website and voice message when calling, your company is aware of this ongoing problem with a lot of people. My next step will be with the BBB, if this cannot be resolved.
