The issue in GetHuman-keelymar's own words
I bought a product from a seller whose profiles clearly stated that they ship worldwide. I bought this on July **th (****). On July **rd, I asked the seller if the item had a tracking number. On July **th they replied saying they had lost the tracking number. On August *th, they sent an email saying that they do not ship outside USA and that my money has been refunded. It is now August **th (** business days later), and my money has still not been refunded. I have contacted the seller again, but I am yet to hear a reply
GetHuman-keelymar did not yet indicate what eBay should do to make this right.
