Help with my US Postal Service issue

I mailed a certified envelope last week. The recipient received a yellow slip saying that delivery was attempted. She went to the post office - Beverly Hills ***** - Post office could not locate the envelope. This week, today I have received the envelope back saying 'insufficient address'. I called the recipient and she verified that the address I used was still current. Before I send back the envelope, I need to know that post office will deliver the envelope. Efforts to call *** *** **** is a nightmare!
