I sold a vintage pool cue on EBay and purchased usps shipping label and insurance from usps on EBay site. I initiated the shipment by dropping off the item at a local drop-off location (UPS Store) in a cylindrical shipping package on *********. I am in possession of the drop off receipt. The receipt contains the subject tracking number and states "*st class mail" thereon. After the estimated delivery date passed, the Buyer contacted me and advised he did not receive the cue stick. I notified usps via e-mail that the item was missing and attempted to locate via usps on-line notification of lost item form. The item could not be located so I was advised at the local post office to file a claim. I contacted the Buyer and issued a refund in the amount of $***.**. I filed a lost item claim, and received a notice my claim was denied "because we have no verification of your method of mailing". This does not make any sense as the domestic tracking number is in the usps system, and as I am in possession of the actual drop off receipt. Moreover, when I questioned the agent at the drop off location, she advised me that the package was in fact picked up by the usps driver on the business day next following the day I dropped it off. The usps notice of claim denial directed me to file an appeal online. The subject link directs me to a page where I am instructed to sign into my account. When I attempt to file a claim, I am advised two claims for * item are not permitted. There is no avenue provided to file an appeal to supply the requested "missing information."
