If your email and password are changed on the account then there is no way to recover the account. This company has a very strict policy with recovering accounts and if anything is different then you cannot recover the account. You must have the original email or phone number on the account.

When I sent my own ID they sent me an email an hour later saying that since I was under the age of ** at the time that I created my account in ****, my Twitter account would remain locked then get deleted but I still had an option to try to fix it by filling out the form again if I believed they were making a mistake. After that, I did some research online and a lot of people said that they submitted their parents IDs or older siblings IDs or just sent in photoshopped and*or fake IDs so then I took a picture of my mom's ID and sent it to them from the same email and then they sent me the automatic response saying that we'll review this ID to see if you were over the age of ** at the time that you made your Twitter account. I left a one star review on the Twitter app and briefly explained my situation (I'm not sure if that helped but I wanted to list everything I did for people in the future). I waited until the next day (Wednesday June **th ****) for an update and since I didn't get one I sent my mom's ID again but this time from a different email and they sent me the same automatic response about how they were going to check if I was over the age of ** when I made my Twitter.**Then I got an email around **am (Thursday June **th, ****) to the original email that I sent my a real ID from which had the same case number but it said "RE: Case ****" however the automatic message was the same thing about we'll review your ID to make sure you were ** blah blah blah.**Then they sent me ANOTHER email around *am saying "Unlock your Twitter account. You may be able to reinstate your account @******. If so, you’ll be able to keep some of your account information (like your @username and people you follow), while removing some other information. Get started by logging in to Twitter. This option will be available for ** days, starting today. Please note that after ** days, you won’t be able to reinstate this account. To learn more about this process, visit our Help Center. Thanks, Twitter."**So I did that and I basically had to give them permission to delete everything I did on Twitter before the age of ** which took around *-** minutes and then they sent me a final email saying that my account has been restored*unlocked. My birthday on my account is now my actual birthday with my actual birth year, ****. It takes a couple of hours to get your followers and following back but my timeline still showed tweets from the people that I followed so I wasn't really worried about that. The only thing is my profile picture was blank as well as my bio and header so I had to put those up. So this issue was fully resolved for me around *am Thursday June **th ****.
