If your email and password are changed on the account then there is no way to recover the account. This company has a very strict policy with recovering accounts and if anything is different then you cannot recover the account. You must have the original email or phone number on the account.

Hello Steam, ummm I am trying to recover my account currently and it's not working. I clicked on a link one of my friends sent me on Steam. His name is ''Bullet*Breakfast'' and my Steam account name is ''SansFromFacebook * trade.tf''. So I am trying to get my account and can't as it says my my authentication on my phone has been removed. Btw, the link that this ''friend'' of mine turned fishy as soon as I can't login, the link that ''Bullet*Breakfast'' sent was a link to gaming trading websites like ''Scrap.tf, or backpack.tf''. So I clicked on the link being suspicious and tried to enter in my account name and password on this website link ''Bullet*Breakfast'' has sent me and was seeing if the website was legit or not. Turns out I did a big mistake as my mobile authenticator was removed and my password has been changed. But I got a notification to change my password if these changes were not made by me. Also, when I tried to recover my account, the verification code is sent to the scammers gmail account and not mine (which is down below), but then I instead clicked ''I no longer have access to this email address'' and now it says ''YOUR ACCOUNT IS ALREADY LOCKED The account 'aresxf' has already been self-locked. You can't lock this account again at this time''. Please help me as I clicked on link scam by steam account name ''Bullets*Breakfast'' in my friends list. My account name is ''SansFromFacebook * trade.tf'' please send the verification code to my real email *****@***.com'' and is my account safe still after it says ''YOUR ACCOUNT HAS BEEN LOCKED'' btw the email of where I can the verfication code is changed to an email that is NOT MINE. Please help as quick as possible, and don't send any CODES To THE OTHER EMAIL. My email is *****@***.com. I DO NOT WANT TO LOSE MY STUFF AGAIN...
