Rockstar Games doesn't have a customer phone number that is answered by an agent. Instead, GetHuman-jarretb will need to dig through the advice provided by Rockstar Games, other customers and consumer advocacy websites like GetHuman. Here are some instructions we've written for similar issues- hopefully GetHuman-jarretb can let us know if they help or not.

The issue in GetHuman-jarretb's own words
I was wondering if the use of heist invites to avoid dying from other players was against the rules of the game. I've run into this a few times now where I will go to shoot down a player but see they've almost magically teleported somewhere else just before the aircraft or vehicle they are in blows up. Commonly after this they show up in another vehicle or aircraft to try to attack again. I view this action as exploiting the purpose of heist invites for ones own benefit in the PvP side of GTA online
GetHuman-jarretb did not yet indicate what Rockstar Games should do to make this right.
