The issue in GetHuman-lurchens's own words
I've bought Pop Secret Home-style microwaveable popcorn for several years and enjoy it. This year I've bought several **-packs and *-packs of this popcorn from Winco and Walmart Grocery stores. Before this year, the individual popcorn bags were a white color with no signs of oil seeping through the bag. Taste was consistently good. This year the individual bags are most often brownish and wet-to-the-touch with oil seeping through the bag. External packaging is in good condition and product is within the use-by-date printed on the box. Taste from the brown oil-soaked bags is not as good.

GetHuman-lurchens did not yet indicate what Popsecret Popcorn should do to make this right.
