The best way to submit a complaint is actually submitting the issue over the phone and asking to speak with a manager. You can also submit feedback forms using email or on the website. You can also submit the issue to the local manager.

Dears, **I did an order online at *:** pm and didn't nt receive it till now. I contacted the customer service after ** minutes from receiving order confirmation via email and the response was that the order still didn't leave the branch for delivery as there was an electricity shutdown at the branch* however, no one thought of contacting me to inform me about the delay and now i have to wait even kore to receive an order because of unprofessional alignment and the purpose of ordering online is to make our lives easier and have a better user experience ordering from pizza hut but this just added even more frustration as i have to wait for more than TWO HOURS to get my pizza. I expect some action from your side as a huge entity that have a big name in the industry as this is totally unacceptable for me as a consumer for your brand.
