I am currently residing outside the country for an extended period due to the pandemic. My bank account and primary residence are in the United States. I am encountering an issue with my Xoom and PayPal accounts possibly due to discrepancies in my address information. I have provided my driver's license and passport; however, there seems to be a problem. I have valid paperwork for my residence in Guatemala, like the deed and electricity bill. I have been using PayPal for invoicing without troubles and Xoom to pay for my expenses without issues until now. Recently, when I tried to send money via Xoom, they mentioned my account had restrictions from their partner. I suspect this might be due to my extended stay abroad. I am awaiting new credit cards amidst recent compromises. I seek assistance in resolving this matter keeping in mind my unique circumstances. I recently sold a watch to a buyer on eBay with transaction ID: 94L08092A[redacted]4. During our interactions, I shipped the item from Poland to a buyer while I was in Europe. Despite a warning email from eBay about the buyer's suspicious behavior, I proceeded with the shipment. Subsequently, the buyer initiated a claim through PayPal stating non-receipt of the package. The tracking number now shows unavailable information, and I suspect shipping disruptions due to the pandemic. This led to a negative balance of $[redacted] CAD, and after contacting the chargeback team as advised by PayPal's Christel Jane, I faced delays and poor customer service. Despite assurances from PayPal that my balance wouldn't be in collections, I received notice from National Credit Recovery that it was indeed handed over. The situation has been distressing, and I am seeking resolution in my favor.

On September 3, [redacted], I paid a mechanic to repair my vehicle. Unfortunately, they couldn't do the work in time, so on September 10th, I asked for a refund. The mechanic agreed to return the money but had trouble due to a locked or restricted account. Despite multiple calls and emails to PayPal, we only received automated responses. On October 17, a customer service agent assured me the funds would be released by October 20, although it might take a few more days to become usable. I've been frustrated as I have been forced to sleep in my truck because of this situation with PayPal. Recently, both the mechanic and I spoke with a representative, but the money is still held up as the mechanic cannot access their account.

I placed an order on www.wish.com, a website with seemingly low prices. I intended to pay $6.75 for about 10 items but was charged $[redacted].21 through PayPal without my consent. Despite trying to cancel immediately, there was no option. After contacting PayPal and the seller through the website's chat bot, I managed to cancel each item and request a refund. However, the refunds only reflected the initial low prices, not the total I was wrongly charged. I suspect fraudulent activity from Wish after researching reviews. PayPal claims the payment was authorized, but I disagree due to the unauthorized amount. The messy situation includes no successful refunds reflected on my bank statement. I made a mistake by purchasing the same item twice on eBay using my debit card. After contacting the seller, they canceled the duplicate transaction and refunded me the amount for that order. However, instead of refunding to my eBay account, the seller used PayPal and refunded the full amount for the second transaction. Despite providing my PayPal information, I did not receive the refund on either my eBay account or my debit card. The seller shared a picture of the refund transaction from their PayPal account. The PayPal refund transaction number is 8ND226342L691233F. I am seeking assistance in tracking this refund and understanding what steps to take next. The seller has been cooperative, but the refund has not reflected yet. I appreciate any guidance on how to proceed from this point.

I had a limitation lifted three days ago, only to have it put back on yesterday. This situation is causing me immense frustration and stress. Despite following all the instructions given by the customer service team, the issue remains unresolved. I urgently need access to my funds as I have been without money for five days, leaving me unable to buy essentials like food and gas. I am running low on insulin, which is crucial for my health, and the delay is forcing me to seek emergency supplies. Issue: I am struggling to access my PayPal account due to outdated phone numbers for verification. Despite updating my password, I cannot log in without receiving a verification code on old numbers I no longer use. I have tried to update my current phone number without success. I have already proven my identity via email, but I am puzzled why a phone number verification is also necessary when I cannot access messages sent to these old numbers. Additionally: While speaking with a PayPal customer service representative, I was asked for the last four digits of my bank card. They mentioned sending an email, but I have not received it. I sent $[redacted] on September 18 and $60 on September 28 to the same recipient, who claims not to have received the money. Notifications on October 10 stated the amounts were refunded to my PayPal Cash Account, but the status remained "Pending" until October 22, and no refund occurred. On October 23, the activity showed as 'Canceled - Refund.' The recipient denies receiving the money or initiating/canceling a refund. $[redacted] has been pending since September 18 and $60 since September 28 without clear updates. I require immediate assistance, the return of my funds, and wish to file a complaint regarding this refund issue on PayPal.

I am seeking assistance with Case ID: PP-D-‪[redacted]3‬ involving Buyer's transaction ID: 4WT50744CE[redacted] and my transaction ID: 99Y20452X[redacted]E, dated September 18, [redacted], for $[redacted].59 USD. The resolution that was reached seems unfair, and I would like to provide more context about the transaction. I am new to online trading and strive to make a legitimate living. I engage in bitcoin trading on Paxful, where I encountered a buyer interested in purchasing bitcoins. We agreed that he would send $[redacted].00 to my PayPal account, after which I would transfer the bitcoins to him. He sent the funds, but due to PayPal restrictions, I couldn't immediately withdraw the money, leading him to file a dispute and put the funds on hold. Following our communication, he assured me that the issue was resolved, and I eventually received the funds after a few days. I withdrew the money through Paypal-mobilemoney.com and promptly sent him the agreed bitcoins. However, he later initiated another dispute, claiming an unauthorized transaction despite already receiving the bitcoins. After several weeks, the resolution favored him, although he did authorize the initial transaction. He now possesses the bitcoins, and I am left with a negative balance and diminished trading funds. I am not a PayPal member but have frequently used their platform to pay vendors. Recently, I made a payment to a vendor, which was deducted from my bank account, yet the invoice still shows as "pending." The next day, the transaction appears as 0 on my bank account statement, leading me to believe there might have been an error when I clicked on PayPal before entering my credit card information. I have reached out to PayPal multiple times using their contact form for non-members. However, each time I contact them, a different representative responds without acknowledging our previous communication. I provided the transaction number and a screenshot, but the next day, I received a message from a new person advising me to log into my PayPal account, which I do not have. My husband, B. P., received two large bottles of Dasuquin Tablets on August 25, [redacted], without my knowledge. After he forgot about the shipment, I disputed the $[redacted].98 charge with Barclaycard.com. Recently, I was informed that the charge would remain on my card. I contacted Chewy.com to return the items but was directed to use PayPal for refunds since I paid through them. I have been unable to reach anyone at PayPal, hence reaching out here. I am requesting a return label to send back the Dasuquin Tablets and a $[redacted].98 credit to my Mastercard. I am inquiring about the status of my account and the withdrawal of my funds. I have reached out to the BBB, your headquarters, and my local governor with no resolution. If this matter is not addressed promptly, I will have no choice but to pursue legal action. My account was compromised in June, and although I have since regained access, I am unable to access my funds. There have been no chargebacks on my account as I have not conducted any sales. In May [redacted], I bought a chest freezer with my Discover card ending in "[redacted]" through Paypal from the online company using "[redacted]" as the merchant. The purchase receipt no. was [redacted][redacted] for USD75.00. Despite paying, I haven't received any updates on my order. Doris Krebs, the recipient, also hasn't received the chest. The email from PayPal is the only communication I have. I've been unable to reach the merchant using the provided email. Hello: I recently sent $1.00 to [redacted], my brother's email address, using the "Friend" option on PayPal. While the transaction on the web page shows $1.00 sent, my brother only received 67 cents. I am curious why there was a 33-cent deduction from the amount he received and why this charge is not reflected on my transaction page. I kindly request that PayPal honor the information displayed during the transaction, which did not mention any fees, and send the remaining 33 cents so that my brother receives the full $1.00.
