Help with my Kohls.com issue

I have placed multiple orders over the last * weeks and my items keep getting canceled although one if them is still available to purchase online???,? However, such all your cancellations and my new orders you have over charged me and when I called customer service I was told we don't refund sales tax and we refunded you this amount....... Although I paid more... umm excuse me???? No you don't get tho dictate what you refund me for An item I paid for and you cancelled!!!!!!!
GetHuman-rjme did not yet indicate what Kohls.com should do to make this right.
