If you are looking for a refund you should call into the company as the best option is to talk with a representative about the charges. If it is fraud you should call in to cancel your card and request a refund.
The issue in GetHuman-rlinux's own words
I have purchased an in-app item, it was declined by google play, however my card was charged. I contact my bank, they say I may only request a refund from the merchant. Then I contact the merchant, they ask me to refer to Google Play as I did not received the Google Play Order since it supposing should not have gotten through.**As I have been purchasing in-app items from the merchant for quite some time, this is the first time I have been charged, have NOT received the item, and did NOT receive a google play order. Without a google play order I could not make a claim with the merchant.**I have supporting evidence of the charges received through SMS, bank statement but there isn't an option for me to attach them here. Please advice as both bank and the merchant could not help.
