Requesting Refund for Unauthorized Purchases, have already reached out to Google Play Support and attempted to contact App Developer, but the Developer is not responding

Help with my Google Play issue
The issue in GetHuman-salviory's own words
Google insists on me trying to contact the developer, but I am receiving no response even on sending repeat emails and attempts to contact them directly. It is most likely the App Developer is refusing to assist in the matter. **Now I am not too sure how to proceed and would appreciate further assistance, in particular from Google's side as they are in better position to push the matter further. ... I requested refunds for significant amount of purchases made by a family member without my consent and have already made claims through their site*system but with very limited success. **So I directly contacted Google Play Support via phone for further assistance and managed to file a claim for the full amount, and they advised me to contact the app developer directly with the details collected by Google. However, the app developer have failed to respond for the past several days.
The App Developer fails to respond to my multiple attempts to contact them, and that Google does not offer alternative solutions thus far as to how to push for my case. A lot of money is on the line, and it seems odd that Google has not been able to offer additional support or alternatives at this stage.
Offering a much more effective alternative or better yet, take action on my behalf to actually induce the App Developer to respond and assist in this matter. Best case would be to initiate the refunds should the app developer fail to respond.
I have been an existing customer for several years, and I have had a clean history*track-record of consumer spending on applications and other products offered on Google's platforms.
I have already contacted Google Play Support twice, initially on phone, then via email following the app developer's failure to respond to my emails.
